Voices for Progress (V4P) galvanizes the advocacy of business leaders, entrepreneurs, philanthropists, and other prominent individuals who unite to champion a healthy climate and environment, strengthen our democracy, and ensure economic and social justice for all. V4P staff equips members with policy information and opportunities to personally advocate through one-on-one outreach, at campaign trail events, Capitol summits, sign-on letters, and more.

V4P members recognize that they have an unusual amount of access to policymakers and that their views are sometimes given increased weight. Understanding this and believing our democracy shouldn’t work that way, they use their positions to ally with and amplify the concerns and solutions put forward by historically marginalized communities. V4P members believe that the communities closed to the problems are closest to the solutions, whether regarding criminal justice reform, pay discrimination, or environmental justice. Simultaneously, V4P members advocate for strong campaign finance reform to lessen their own influence and voting protections to give a more equal voice to all communities.

V4P was founded in 2010 and has an annual budget of 2.3 million dollars. Our 18 staff are based in Washington, D.C., Los Angeles, Houston, Sacramento, and New York. Our work is currently focused on federal and CA state policy and politics. Advocacy priorities have included economic inequality, budget and tax policy, health care access, climate change, immigration reform, voting rights, criminal justice reform, gender equality, campaign finance reform, judicial nominations, environmental justice, and more.


The Federal Policy Manager will be an integral part of the Policy Team. This position will be the organizational point person for federal policy work focused on environmental justice and climate change while also contributing to other areas of the federal policy program focused on economic and social justice as well as strengthening democracy. This includes acting as the organization’s representative in relevant policy coalitions and with federal policymakers, creating materials for and leading grasstops advocates, and managing relevant policy efforts. This position is a non-exempt position and reports to the Policy Director.


Policy Direction

  • Act as the organizational lead on environmental justice policy and federal climate change As needed, perform similar responsibilities for other federal policy priorities focused on economic and social justice as well as strengthening democracy.
  • Monitor and analyze policies to identify key policy debates V4P should prioritize for advocacy.

External Collaboration and Government Relations

  • Represent the organization and its policy positions in coalitions and staff-level meetings with policymakers.
  • Maintain and expand organizational relationships with lawmakers, government staff, and allied policy advocacy organizations, ensuring key partnerships specifically with those with deep policy expertise and/or organizations representing historically marginalized communities.

Advocacy Implementation

  • Conduct issue area trainings, lead lobbying meetings, and manage designated policy portions of fly-ins several times a year.
  • Primarily responsible for the creation of policy materials for advocacy, updates, and other programming for grasstops advocates, including issue briefs, talking points, webinar presentations, sign-on letters, etc.
  • Edit, draft as needed, and help shape the message of frequent communications with grasstops advocates regarding policy updates and taking action on important federal policy issues.

Advocacy Strategy

  • Collaborate with engagement and programming staff to implement effective grasstops advocacy plans.
  • Coordinate with engagement staff to respond to policy inquiries from members as appropriate.
  • Contribute policy elements to efforts to build member relationships with lawmakers, candidate education, and other programming.


  • When COVID restrictions allow, travel around the Washington, D.C. area to attend policy coalitions, conferences, and government meetings, and potentially once or twice a year to Sacramento to support California State policy colleagues as needed.
  • General office and administrative management tasks that come with being a part of a small, start-up operation.
  • Bachelor’s degree or equivalent experience required.
  • At least four years of experience in a related field (e.g., congressional or state legislative staff, policy advocacy/lobbying, or other types of relevant experience, etc.). An advanced degree may substitute for experience.
  • Background in environmental justice policy and/or climate change required. Able to quickly learn and lead on relevant policy issues, understanding the intersections between them and the differential impacts on various communities.
  • Demonstrated experience implementing effective short and long-term policy advocacy agendas at the federal level. Experience working on Executive branch policy is a plus.
  • Excellent at writing for advocacy, policy research, and attention to detail. Clear communicator with strong presentation skills highly preferred. Able to explain complex policy and legislative information clearly, simply, and concisely.
  • Proven ability to build relationships with federal lawmakers, government staff, and national allied policy advocacy organizations preferred, especially those representing historically marginalized communities.
  • Understanding of grasstops (business owners and political donors) advocacy is a plus.
  • Ability to thrive in a fast-paced multi-office organization, in which change is not uncommon.
  • A team player who collaborates well with others and can manage multiple projects, including urgent situations.
  • Very strong computer skills, and willingness to learn new software as needed. Competency with Microsoft Office and Google Suite required.
  • During COVID, this position is remote. Eventually, the position will be based in Washington, D.C.
  • Part of the National Office and Policy Team.
  • Reports to the Policy Director based in Washington, D.C.
  • Coordinates with the Lead Federal Policy Manager and collaborates regularly with other Policy Team staff based in Washington, D.C. and Sacramento, CA, as well as Engagement Team staff in other parts of the country.
  • May supervise interns, temporary staff, or consultants as needed.
  • Interacts with allied organizations, lawmakers, and government staff via phone, email, and in person.
  • The starting point for the annual salary for this position is $65,000. The final salary will be commensurate with qualifications and experience.
