Evan Minton
Senior California Policy Manager

Evan Minton (he/him/they) is the Senior California Policy Manager at Voices for Progress. In this role, Evan manages V4P’s California State policy work and ensures that V4P’s California members maximize their impact in Sacramento policy debates. Evan has nearly two decades of California political and legislative experience and serves as a national thought leader and advocate on LGBTQ issues. Evan’s first political campaign was for climate change champion U.S. Senator Barbara Boxer, and he has since worked for numerous progressive candidates and issue campaigns. In the California State Assembly, Evan staffed numerous successful bills on issues including voting rights, gun control, healthcare access, LGBTQ rights, and education equity. Evan is considered the first openly transgender person to work in the California State Capitol, and he transitioned genders during his employment. Evan has served as an Expert Witness to the United States House Oversight Committee on the Trump Administration’s attacks on LGBT Americans and serves as the co-chair of national and state advisory bodies. Evan was the plaintiff in a landmark ACLU lawsuit, which created non-discrimination precedence for the way hospitals must serve transgender individuals. Evan’s favorite role is being an active and engaged uncle.
Most staff are employed by Voices for Progress Education Fund, a project of Tides Center, a 501(c)(3) non-profit organization. Voices for Progress, a project of Tides Advocacy, a 501(c)(4) non-profit organization, covers the cost of any work performed on its behalf via a cost-sharing agreement.
